Davis-Bacon guarantees workers and laborers, who rebuild after a natural disaster, a prevailing wage; this has been suspended for the Hurricane Katrina relief. 

Although no-bid contracts were given to large campaign contributors and political friends of the Bush Administration, the “common man” … will be paid less than the average wage.
